Yes. This could be a relay issue or it could be the pressure sensor preventing it from coming on.
It could also be low on Freon so we need to start with checking for proper pressure. We do this by hooking a gauge set up to the high and low side and see what the pressures are. If you don't have a gauge set then you can rent them from a local parts store that has a tool rental program.
Hook them up and tell me what the pressures are with the AC off and then jump the compressor on again and tell me what they are and we can go from there.
If the pressures are correct then we can get into the electrical and control side of the system but that is a waste of time if the pressure is not correct.
