A/C not cooling after stopping for gas but Ice cold a couple of hours later

Hi,
when i start the car after it has been off off for a few hours the air is ice cold doesn't mater if i drive ten minutes or a half hour air stays cold. when i stop for gas or to run i a store for a few minutes when i restart the car the air is lukewarm. Until the next time the car has rested.
