A/C does not blow out of my front vents

When selected my A/C blows out of my defrost and floor vents but not my front vents. I have checked that I do have pressure at my actuator and I fixed a broken vacuum line under the hood going into the cab on the passenger side.

Check for a vacuum leak at arrow. it can be leaking from control to that vacuum motor or the motor may not be working or a line fell off. See picture.
