Just had my compressor changed with new.
After a few hours of driving the compressor started to make a whining noise.
What could it be?

Would overcharging the system or low oil cause this whining with new A/C compressor?

Short answer is yes. Low oil could cause this issue. Can you get a recording of the noise and we will better be able to determine what the issue could be.

Does the noise happen only when the compressor is engaged or does it do it the entire time the engine is running?

It happens when the compressor is engaged. The sound is noticeable as I come to a stop or start from a stop. I also noticed as the transmission shifts up or down when starting or stopping the van is when you hear it the most. Shutting off the A/C the noise goes away. I tried to record it but you can't hear it.
With a ambient temperature of 90 Fahrenheit, the engine idling at about 700 rpm, A/C set to max what should my low and high gauges read?

This could either be the compressor itself or something related to the belt drive that is making noise when the added load of the compressor is on. The fact that it didn't happen until the compressor was replaced, I am pretty sure it is the compressor. I would take it back to who did it and they will be able to warranty the compressor at no charge to you.

I attached a chart that shows what your pressure should be at each ambient temp. However, I imagine the compressor is working, it is just making noise so it needs to be replaced for that.
