A/C blows hot

A/C blows hot at idle.
Changed compressor and condenser.
The mechanic is saying that it’s the fan clutch but I’m not sure.

This is very likely if your A/C cools off after rolling down the road at speed because you're getting air across the condenser fins which will drop the high side pressure. Here is a guide to help explain the system:
