A/C and heater both only blow out bottom vents

When I turn on my A/C the switch to move it from feet to front to defrost doesn't work it will only come out the bottom vents of the vehicle.

This is almost always the mode door actuator. Basically this is just the actuator that changes the position that the air is coming out.
