A/C problems

Hi, I am trying to pin point the problem with my A/C.

In the summer the car blows out warm/muggy hot air.

In the winter no air comes out when you turn the A/C on initially. While I am driving the car I can feel a little warm breeze of air coming out of the vents, the longer I drive the warmer it gets, eventually after ten miles or so the heater kicks on and works beautifully (like a band new car).
At this point I can turn the A/C on and off and it keeps working.
It seems the colder it is outside, the longer it takes for it to start working.

The air conditioner issue happened first.

At first during the summer the Air Conditioner would be working and all of a sudden it would blow out Muggy air, I would turn off the car and start it back up and the A/C would work flawless for the rest of the summer, that is why I put that issue off.
Now A/C never works during the summer and heater takes a long time to start working.

if it is automatic temperature control where you set the temperature it must be scanned for codes by a mechanic to diagnose this. if manual the n pull fuses three and six for sixty seconds with key on see if there is a difference then if not it will need scanning for codes as it may be a control head, body module or can/bus problem a mechanic will need to do this.
