A/C magnetic clutch is not engaging

I tried to jump it was engaged and when i disconnect the condenser fan it also engaging.

I attached the wiring diagram. Can you remove the relay and turn the engine on and A/C on and measure voltage on pin 4? Then you need to check and see if the PCM is grounding the relay on pin 3. You do this by checking for ground when the AC is on. Put the red lead of your meter on the positive battery terminal and then put the black lead on pin 3 of the relay. With the AC on you should have 12 volts on your meter.

Pin number 87 has 14.14 volts, pin number 30 has 0 volts of magnetic clutch relay.

Pin number 85 has .08 volts,pin number 86 has.29 volts on the magnetic clutch relay.

Did you check these with the key in the on position? Specifically pin 30? This should have 12 volts when testing to ground with the key on. If not, then we have a possible fuse issue but I think this pin shares the feed with the same fuse the fans work off of. Do the cooling fans on the back of the radiator work?
