Installed new compressor charge system but AC clutch won’t engage.

There is a fuse #30 (10 amp) in the under-hood fuse panel let's check it for power. here is a guide to help and the fuse location along with the wiring diagrams for the A/C compressor so you can see how the system works:

I just checked all the fuses, and they are good, then they unplugged the relay plugged it back in and I felt a click, I looked down at the compressor pulley and it is running but very slowly.

When I unplugged the relay, the compressor completely stops.

Okay, so lets pull the plug on the compressor and measure the voltage to the compressor with the system on it should be 12 volts. One wire will have no voltage. This guide can help you with the test.
Okay, here’s an update: I check the voltage on the plug at the compressor dark green wire has 14 V the light green wire has 1.12 V.

Good job. Now let's check the ground circuit (black wire). It is connected to the body near the fuse panel. You can do an OHMs check. If this is okay, you got a bad compressor. Can I ask which brand the compressor is?

It is a RYC remanufactured compressor.

Is the third wire on that compressor connector the ground the black wire.

Yes, it is, I would have used an AC Delco compressor. The quality of some rebuilds are questionable.
