A/C and power steering belt replacement

Hi, I want to replace the 2 belts (A/C and power steering) on the car listed above ecotec, but for the power steering belt can see any adjuster that i can slack. i read an article online that you have to cut off that particular belt!!! Is that correct? Any advice thanks...
