a/c and heat will not blow out on high only

So when I turn on either heat or air and adjust speed (low med low med high) all functions work beside the high setting. it blows on low and med not high. Is this the relay to the motor? Could it be the control switch in the dash? Also I only get air out of the defrost?? Please help. Single mother
