A/C stopped blowing

Just to be clear, when you turn the blower on, either A/C or heater the fan does not come on?

When you say it sounds like it wants to come on, can you clarify that a little more?

If you are hearing the motor buzz the I suspect the blower motor has failed.

Basically what we need to do is check for power at the blower motor. If it has power then you need a blower motor.
