A/C blows cold air on highway but in stop and go traffic it blows warm air

I am having trouble understanding why after charging system if I am driving down the road the A/C is working and yet if we are in town light to light it will blow hot air as we set there waiting on lights. I am thinking the fan after your video I watched, but not positive here.

Yes, it sounds like the cooling fan is not coming on. Can you start the car (cold) and turn on the AC you should hear the fan kick on within one minute?
