would a problem with the charging system be related, even if the lights are blinking when engine is off and key is on?

Rasmatz is right, suspect a low battery. Measure the voltage with an inexpensive digital voltmeter. If it isn't up to 12.6 volts, charge it, then see if it maintains that voltage. If it's closer to 11.0 volts, it has a dead cell.

If you hadn't mentioned the head lights I would have said it's in theft mode. Unlock the front doors with the key to turn that off. If your car does not have the factory-installed anti-theft system, it can get a glitch that self-programs itself to that and will cause the engine to run for two seconds, then stall. I have a real long description of how to solve that, but it only applies if you do not have anti-theft on the car.

It has about 13v . the lights even continue to blink after key is turned off and stops after about 3 minutes. What should I check now?

That's anti-theft mode. Do you have that system on your car?

Its not my car and I am not very familar with it. But I think your right! I had that happen before when I made a key, and I now remember that it did just exactly that, stall. I don't remember all the lights, must be a chrysler thing.

tomorrow I'm going to shut driver side door lock it with key from out side and then unlock it and see if that disables it.

I unlocked the door three times and that's all it took anti-theft is disarmed, and it starts fine. thanks!

Dandy. That means it has the factory anti-theft system. That's good news because if a different Body Computer or Engine Computer are ever needed, any computer from the salvage yard will work. If that new computer doesn't have anti-theft built in, it will learn it from the other computer and become operational as soon as the ignition switch is turned on.

Where this can become a problem, (I saw it once at the dealership and happened to me once on a '95 Intrepid), is a glitch can cause those computers to self-program themselves to have the anti-theft system when it isn't on the car. At that point the engine won't stay running unless BOTH computers are placed at the same time. If only one is replaced first, it will learn that programming from the other one and that can't be undone. That will keep happening as long as only one computer is replaced at a time.

Now that you know this system is on the car, if the battery is disconnected or run dead, it will go to anti-theft mode when it's reconnected. The lights will flash for three minutes but the horn will not sound. Just unlock either front door with the key or remote key fob to turn the theft system off.

The question I asked her was if she reached through the window to unlock the car with the keys out of the ignition, and she said yes.
