Because I'm thinking about buying one from a friend and she said I need a CPU and nobody seems to know what I'm talking about. she also said that 1989 is the only year that has one.

No, that is not correct. The CPU is the engine control module.
I would not buy that car unless they repair it. Then and only then should you consider buying it.
Now you know the reason they are selling it. If they know what is wrong, why are they not repairing it? This could be nothing but a money pit for you.
