Four-wheel drive will not work?

There is a panel to the left of my steering wheel with 4 high, 4 low, and 2 high. I'm not sure what it's called but no lights are showing up and I looked in the manual for instructions on how to use it and nothing worked. This is my first truck, and I don't know how to use any of this. Is there a reason that it won't work? And could you explain what it does for me please?

The first thing you must do is check the fuse TREC in the under-hood fuse panel and the fuse 4wd in the interior fuse panel here is a guide to help. I have included the fuse locations as well.

So, it's been a while but I found a fuse that was blown that had to do with the transfer case, so I fixed it. The transfer case switch lights came on but the buttons did nothing and a service 4 wheel drive light displayed on the dash.
