4 wheel drive not working

I have shift on the floor 4 wheel drive. when I engage the 4 wheel drive it does not engage. the light does not come on. I replaced the actuator and verified it does work. The drive shaft to the front differential does lock up as it should. when I shift to 4 low it works as it should just no 4 wheel drive. all fuses are good.

Can you please see if there is power at the 4wd and Illumination fuses in the interior fuse panel? this guide can help with the fuse locations and the transferase wiring so you can see how the system works diagrams below:
