30 PSI in all four cylinders cranks but no start

After a night of sitting out in extreme cold temperatures my engine no longer turns over. I've gone through about everything. have spark, have fuel, but won't start. lastly did a compression test results were about 30 PSI in each cylinder. what could be the cause of that and is it repairable?

The timing belt has moved from either wear or being loose. It will have to be replaced and after you are done, re-check the compression. It should be 140-160 pounds.
