Does running the fan in the vehicle prevent build up on the windshield?

My husband insists on turing on the fan in the car regardless of the temperature. He says that if you don't circulate air in the car, a film will build up on the windshield similar to tar from cigarette smoking. I do not like air blowing on me if it's not needed (unless it's cold, I will turn on the heat) and prefer to open the windows instead if it's too warm. I tell him I think he is crazy but he insists he is right based on "experience" and we have gotten into several arguments over this. Is he right or just crazy?

Smoke **** will settle on the screen regardless, having the defog on with the A/c will remove moisture as the A/c will dehumidifier the air, you can do this with the heater on with the A/C as well, if you have a cabin filter, all internal air is filtered any way, technically he is on the correct path, but for different reasons than he states, how is that for a diplomatic response.....

Keeps the windshield clean? That's a new one on me. Running the A/C will remove moisture from the air but I doubt it will do anything for smoke on the windshield.
