air conditioner is not blowing cold when its hot?

Hello,

It sounds like the A/C system might need recharging.
You can check the A/C system pressure using a pressure gauge.
If it is low top it off with Freon.

Keep in mind that typically the Freon would be low when there is a leak in the A/C system. Unless the leak is found and fixed it might go low again on Freon.
