according to bently service manual - two bolts one each on passenger and driver side have dropped out, is it possible to access these without removing front bumper cover and headlight assembly?

Our reference doesn't list a Jetta wagon, but it does list the Wolfsburg edition. I have attached an image showing the 4 bolts on the radiator in this model

No, you must remove the front end to access the radiator.
