Both fans come on and stay running all the time, when a/c turned on. If A/C turned off then vehicle started the fans are off until A/C turned on.The A/C blows cold then turns to warm. Not sure if it's a relay bad or something else.

The cooling fans coming on initially sounds normal to me. Is this Escape a hybrid vehicle or not?

Does the Escape have duel climate control? Does the temperature change for both sides as is should or does it blow cold to warm on the driver side only?

At this point is sound like a issue within the air condition system which can be tested with a dual pressure gauge to know where to begin diagnosis (assuming the refrigerant in the air condition system is charged properly).
It still could be a door behind the dash that is not opening to allow cold air to flow through? Cycle the temperature setting slowly wait ten seconds after each adjustment is there any noise like popping?
Found a technical service bulletin published by the manufacture on the following condition:
"climate control temperature variation from side to side- vehicle built before 12/17/2008 (a sticker located on driver side door or frame next to driver side door will show a production date)"
"Some 2008-2009 Escape...vehicles built before 12 17 2008 may exhibit intermittent or erratic side to side temperature difference and/or temp fluctuation from the climate control vents. The concern may be with the temperature blend door actuator (motor)".
