why does my 2009 dodge charger speedometer read 20mph while parked and 85 when cruising at about 60?

while cruising along at about 65 today, noticed the speedometer read 90mph! when arrived home, put car in park and turned ignition off and speedometer still reads 20mph. what is going on?

cluster is failing. get a shop to check for any codes in the IP system. they can do a sweep test on it to verify.
