Engine power reduced p2138

You are going to have to get the vehicle scanned to retrieve the trouble codes that are stored in the computer, that will be the starting point for diagnoses.

the scan was negative

Left key in car in the on position. Drained the batter. When I boosted it off the reduced power light came on. When I turned it of after running for a while it still did not crank. I boosted again with the same problem. Help

You need to get your car scanned for codes let me know the exact code numbers not code descriptions you have.Sounds like an issue with the throttle by wire system.
