parking light dim

On a 2008 mazda 6 front driver side the parking light and high beam use the same bulb a H1 bulb single filament, The bulb lights when you turn the switch to high beam, when used as a parking light it dims the bulb, the passenger side works the driver side.

I tried a new bulb, re-seated the wiring connector that attaches to the front light assembly or unit.
