I only get heat from the heater when max temp is selected on my Mazda 3 Sport, why?

make sure it's full of coolant first then check to see if there is a blockage if both hoses are about the same temp then you may have an actuator in the heater box broken.if this is auto temp control -like you set the temp then get it diagnosed what is wrong with it as it can be a sensor or anything.
