ok, check the fuse #23 in the interior fuse panel (below), if they are ok, then the cluster has failed and needs to be replaced here is a guide and a video being changed on a similar car.

Good morning,

I attached a wiring diagram for you to view. I also attached the fuse box diagram for the location of the fuse.

https://www.2carpros.com/articles/how-to-check-a-car-fuse

https://www.2carpros.com/articles/how-to-check-wiring

Verify power to the fuse to be sure power is available.

Fuse 16 in the junction box under the hood or fuse 17 in the junction box behind the dash. Depends on if it is early or late production. Both are 15 Amp.

there is only a dimmer for the dash lights. if they get power then it may be a bad ground or bad dash. see picalso make sure your dash dimmer switch isn't all theway down.

Have you checked wiring to the rear of the cluster to see if there is anything loose or disconnected? Also, if you have to replace the bulbs, the cluster needs removed to access them.

The lights for the instrument cluster and heater controls do not come on when the headlights are turned on. I'm thinking it could be the light switch or dimmer switch. can you help me track this problem down?

Hi:
It could be the switch, a bad ground, or a body control module (BCM). Try disconnecting the battery for about 10 minutes to see if the BCM resets. If not, check under the dash to make sure plugs to the dash are tight. Also, check for disconnected ground straps.

Let me know what you find.

I disconnected the battery and reconnected it, the plugs are all connected properly and, all of the ground straps seem ok.
Lights still don't come on.

Hi, assuming you mean "illumination", not "digital displays", you'll need a wiring diagram (or a like vehicle) and figure out where the circuit's open...likely the "dimming" portion.

Hi:
My guess (not being there) is either the switch is bad or the BCM has malfunctioned. Have the BCM tested at a shop that has the proper test equipment. If it is ok, then chances are it's the switch.

The DashBoard lights are out on a 1997 Ford Explorer Sport 2 Door. I have looked at all the fuses and they are good. Which fuse controls the dashboard lights? How do I replace the Dash Board Lights?

HI
If fuse #7 good then most likely faulty dimmer module left side dash. On module TERM 5 black/red wire should have voltage to power lamps. Do couristy lamps work?
Let me know

From maxbear2334, The courtesy light comes on when I turn the dimmer switch to turn it on. I can turn the courtesy light on and off. The dashboard lights do not light up even with the dimmer switch set at maximum brightness. I will check the #7 fuse and also check voltage on the dimmer switch.
