brake lights and both parking lights are not working?

I have a 2007 Kia Rio 5. Both brake lights and both parking lights are not working. I changed the fuse for the stop lights but, still nothing. What could cause this?

If the high mount stop light is working, the problem should be with the stop lamp failure module. Refer to diagram for location. Check out the diagrams (Below). Please let us know what you find.
