Find a place like Autozone that still does starter draw testing.
When it "blows" can you still here it clicking when you turn the key?

No it doesn't do anything

Ok. That relay is designed to pass up to 30 Amps of current to the starter solenoid. If it's being blown, the solenoid is trying to draw too much current.

That means have to replace starter right?

Unfortunately, yes. But first I would check the wires for integrity and connection. One my be shorting or loose.
