Code P0441

I'm trying to troubleshooting a P0441 on my daughter's vehicle and all my internet searching leads to changing the purge valve. I replaced it the first time when replacing the fuel pump as they are know to have issues with filling the tank. I started getting the code afterwards, (changed fuel pump and purge valve at same time), so I checked the hoses coming and going to the purge valve. I put new clamps on thinking maybe they've lost their ability to compress the hose. After the DTC returned I exchanged the purge valve hoping I got a defective one. Code still returned, so I then inspected the wiring and lines to the fuel tank and no leaks, cracks or issues were found. Before I drop the tank to inspect the lines further, I'm hoping for some ideas of easier places to check or troubleshoot this code.

Did you verify voltage to the solenoid? without voltage it will not work.

Below is a picture of the purge. is that what you replaced?

GENERAL DESCRIPTION
The evaporative emission control system prevents hydrocarbon (HC) vapors from the fuel tank from escaping into the atmosphere where they could form photo-chemical smog. Gasoline vapors are collected in the charcoal canister. The PCM controls the Purge Control Solenoid Valve (PCSV) to purge any collected vapors from the canister back to the engine for combustion. This valve is actuated by the purge control signal from the PCM and controls fuel vapor flow from the canister to the intake manifold.

DTC DESCRIPTION
Checking output signals from fuel tank pressure sensor under evap. system test, if fuel tank's vacuum is higher than prescribed threshold, PCM sets P0441.

Yes, the purge valve is what I replaced. I have 11.4 volts to the solenoid.

11.4 is low. are you sure your battery is good? it should be battery voltage and that should be 12.4 to 12.6 volts.

Battery is a month old, 12.4 volts key off.

Okay, but 11.4 is too low voltage. Check the harness as there may be corrosion causing low voltage.
