Ok. Take a look at the attached image. I'm presuming you're trying to remove the bolts labelled #1 in the image? Are they are to turn with a wrench or ratchet? Put the nuts on the bolts one or two turns and slap them with a hammer as you're turning the bolts.

It may just be am extreme buildup of rust and you'll just have to keep smacking with a hammer and using something like WD-40 to break the rust.

You said impact driver. You mean impact wrench? Because an impact driver is a type of screwdriver used by slamming with a hammer.

Oh. Yeah. I was pretty tired when I sent this. That's what I meant. #1 is the camber adjustment eccentric. I laughed when I noticed my mistake. Sorry about that. But my fix remains the same. With the suspension unloaded, spring out, etc, those bolts should come out relatively easily.

The 2nd one looks like it's missing. Do they turn at all? Like I said, put the nut back on, spray the he77 out of them with WD-40 and pound them with a hammer. Try doing that while turning them, if they'll turn. The nut needs to be threaded at least 3 turns so hitting it doesn't distort the threads. Although I'd recommend changing the nuts and bolts after you get them out. And cleaning the holes thoroughly.

Junkyard, dealer, and maybe some parts stores. Carquest and Napa.
