over period of time fuel gauge moves up showing more fuel after restarts.

gas pump clicks off multiple time when filling bmw x3, and fuel gauge gets stuck at 1/4 tank when pumped in way more fuel.

It's a problem with the sending unit in the tank, most likely.
Check the fill and overflow pipes/hoses for kinks.
