Electrical shut down

2.7, 4 cylinder, 5 speed manual transmission. My truck stalls and bucks intermittently. I notice that the needles on the gauges will die and the truck will lose power for 1 to 10 seconds most of the time. When this happens, I discovered that if I unlock the wheel adjustment lever and move the wheel up and down, I regain power almost immediately most of the time.

Sometimes I will lose power for a minute or so. At this time all gauges are dark. When the gauges are illuminated I am able to start my truck. I failed to mention the engine light is not on, all that comes on is the airbag light for about 5 seconds. The service engine soon light is on, a long time before I had this issue with my truck. Toyota has a recall on the spiral cable. Do you think this issue is related or is it something else?

This sounds like a classic ignition switch going bad here are instructions on how to change it out int he diagrams below. Check out the diagrams (Below). Please let us know what you find. We are interested to see what it is.

I pressure washed my motor and since I did my truck will run fine if sitting. While driving it cuts off and everything radio, lights etc dies.

Check the battery terminal clamps make sure they're not corroded and tight. You shouldn't be able to move them by hand.
If this is good you probably got water inside the fuse box. Make sure all the water is out of electrical part under the hood and that all ground wires are attached to the engine and vehicle's frame/body.
Remove the spark plug wires from the engine and make sure there is no water inside the tubes were the spark plugs are.
If you have a distributor check for water in side the cap.
