2006 Saturn Vue rear wiper doesn't run

rear wiper doesn't run. I checked voltage on wires running to it the black wire has 12 volts, the yellow wire has 0 volts. replaced the motor with a used one, still the same problem. switched out the wiper relay - no change

Do me a favor, check to see if the voltage drops when you put a load on the system (turn the motor on) Also, check to make sure it has a good ground.
