My Urvan is consuming fuel at a scary rate

My 2006 E25 ZD30 engined Urvan is consuming diesel at a scary rate, i have asked for advice and told to change filters more regularly i change my filters at every 2500kms but its not helping im averaging 7km to 1ltr diesel, how can i get the fuel pump retarded to lean?

at that high mileage i would expect lower compression and poor performance does it have a turbo?
