How to self repair paint chipped roof?

Looks like the paint isn't sticking to the primer and the paint is justing peeling off.Has the car. Ever been painted.

Im the 2nd owner so to the best of my knowledge the e Roof has never been painted

All the cars i have seen doing that had burnt primer so the paint wont stick to it ad over time the paint peels off like that.
