torque for crank pully bolt

The front crank bolt is torqued to 133-140 Ft Lb or 180-190 Nm. HEre is a video that shows how to use a torque wrench correctly.

I had my timing belt changed in my 2004 Sorento in 2008, should the Dealer have changed the lower pulley bolt when this was done?
