Do you have to replace water pump with a new one when changing timing belts?

Just had my Kia in shop to have new timing belt put on. Mechanic said he had to replace water pump even though it wasn't bad. Did I get ripped off or is that the norm for a Kia?

that is the rule of thumb for all vehicles with timing belts. we always recommend replacing the pump even if it is good.
