I have found the potential fault on my Honda 2.2 ICTDI. After we removed the serpentine belt that feeds the alternator, A/C etc we started the engine and the sound was still there, mechanic said its coming from the timing chain. After they looked at the possible faulty parts there is a CHAIN TENSIONER (consisted of metal that holds the friction plastic side #11 on the picture attached) in there that could be warn out and its causing the noise. I would like to know whether replacing this part would stop the whining sound or is there anything else that need to be replaced.

You will have to check that the rails are ok and that the chain is not over stretched as well, the tensioner is oil fed so you will have to check oil supply as well and ensure pressure is correct.

In this case, does the engine has to be removed to perform this job or it can be done on the spot.

There is not a lot of room but I do believe that you should be able to do this job in situ, if you go that far, fit a new chain kit as well and that will do a full job of it.
