what will stop truck from turning over by hand

truck was running fine and stopped one day on side of road, it cranked back up went a little more then quit, got it home and it turned over real slow and made a rubbing noise, cranked for a second but won't turn over, did turn over a little today, can't turn over by pull bar on the crank pully?

check oil level.

was there any noise prior to this??

do you have a gauge in the truck??

oil is good, no noise and yes truck has gauges

Try reversing the turning direction of the crankshaft to see if you can move much. Seems like you could have a fault with the timing chain.

cant turn either way, would broke timing chain keep it from turning over?

Can't turn it either way can mean a seized engine due to lubrication faults. A broken timing chain would normally allow you to at least reverse the turning direction slightly unless the chain is stuck badly.

would torque converter stop it from turning over if it were bad?

No, you should still be able to crank the engine. Loosen all the drivebelts and test, it could be one of the components, but you mentioned a breaker bar did not work so it would more likely to be engine mechanical.
