2006 Ford Fusion Cooling fan

Cooling fan does not come on fuses/relays are all good power to fan on red wire, spins freely, and will come on if jumper wire is connected to black wire and negative side of battery. Ac clutch does not engage either when you turn it on but will if relay is jumped. What might cause this?

if you can jump the blk yellw o wire and it comes on then check for either a fan control module, you may or may not have this on your car. it may be on lower left of radiator shroud. it will look like pic
