2006 Ford Freestyle Whistling after ac job

Hello
The car came out of an ac job and there are two problems. One is that the passenger side blows cool air but not cold, and the driver is cold. The other problem is that there is a whistling sound randomly while driving. It just happens. It is like a high pitch sound

Parts installed
Compressor
Drier
valve

Ac was flushed completely

Side note front brakes and rotors were also done but brake perfectly

Any help is gladly appreciated

Does the vehicle have duel climate control? Have you checked blend air door operation?

Has rear and front if that's what you mean
How do you check that

I was curious can this be caused by a bad cabin air filter. The filter has not been changed.

Not front and rear, but rather can you control driver and passenger side controls?

As far s the cabin air filter, if it is plugged bad enough, it could cause problems. If you never changed it, I would recommend it. It's equal to the filter you have in your home furnace.

The only thing it could be then is a vent door that isn't opening fully and allowing colder air to enter or the vent you refer to is much further away and the air has a short time to begin warming.
