If the timing belt was cut while the car was off, and I tried to crank it not knowing the timing belt was cut what is the chance of the car working if a new timing belt is put on?

unfortunately this is an interference engine so it may be damaged with bent valves but you have to install belt first to see if it is or not.

Let me jump in here quick HMAC

Everything seems to indicate that you have the DOHC 2.4. This engine is NOT an interference engine. It can have valve to valve contact if the cams are rotates separately but you didn't do that.

It's the SOHC that is the interference engine so if you have the DOHC, you should be good to go.
