2006 Chevrolet HHR engine seized?

Ok...here's the deal and this is a doozy. My girlfriend drove her nicely running 2006 hhr thru a flooded area. She noticed what she called smoke coming from her hood when she got home (5-10 miles later). She then drive it to work the next morning. After 5 miles she began to overheat. She drove it another 5-10 miles (no joke) then pulled over from smoke and engine stalled out. I looked under it and noticed the cooling fan was busted to pieces (from picking up debris from the flood??? Who knows...I couldn't find a cause for the damaged fan). So pretty sure this caused the overheating...replaced the fan to see if it would start up. It just cranks over and isn't starting up. The oil on the dipstick looks normal and not cloudy. Belt looks ok and intact as it turns on cranking. Just no spark/fuel/compression or something. Is it likely that she seized the engine components and needs a new engine? Any ideas? Any input would be greatly appreciated. Thank you.

It's VERY likely that she has done serious internal damage. Pressure testing the cooling system with all the plugs removed should tell you if any coolant is getting into the cylinders. These engine cannot take heat. It destroys the head.
