Where is horn on 06 Buick lacrosse cx it does not work where is the fuse and how do I test the horn?

Hello,
Here is the fuse location for the horn and a guide to test it #39 in the under hood fuse panel.

If the fuse is okay test for power at the horn because I have seen the horns go out before.
