The windshield wipers are not working

The windshield wipers, the low beams, fog lights and turn signals do not work. Highbeams, dash lights and hazard blinkers work? what to do? fuses are good.

Four cylinder two wheel drive manual

First of all my windshield wipers stopped working and since it does not rain much I ignored that problem. Then my radio stopped working and would only display the time. Also, my flasher/blinkers stopped working and I had to use hand signals out the window. Later as I was driving home the car just shut off. When I turned the key it would turn over but would not start. I have been using the "how to keep your Volkswagen alive manual" and I still have not figured out what is wrong. What should I do?
