When it comes to replacing the rack and pinion, is the whole axle involved in the replacement also including both of the boots? Or is it individual driver and passenger separately?

replacing the rack and pinion has no involvement with the axles.

Ok let rephrase that: I'm not a mechanic but when it comes to replacing the rack and pinion there's 2 cv boots. Do they replace both of the cv boots? I guess the question is: what's involved in the replacement?

no cv boots. just dust boots for the inner tie rods.

the replacement rack comes with them new. you only have to change the outer tie rod ends.

Thanks for that, I had the rack and pinion replaced 3 months ago and now the passenger side dust boot is torn and my car's steering wheel is sticking and making a real loud noise by the front wheels. How should I go about letting the mechanic know and him not saying it could be something else?

take it in and have them check it. dont try to tell them there job, they know it better than you. they dont know you already know about the boot. that should be warranty. it may have got ripped from alignment when done. only ask them after they tell you the issue.

as far as the noise, let them tell you the issue as well. could be anything
