All instrument cluster lights and gauges went wacko off and on, no affects on
operation of car, had a diagnostic check and esp code, replaced steering wheel module,
same thing happening but only when car is cold, when warmed up it stops, but now I am being told it's the intrument cluster??

No code retrieved after the steering column module was installed, went back twice after
and got it re-scanned and no code

I would suggest checking the meter cluster wire harness connections and ensure ground circuits for the meter cluster are good.

does this mean replacing the instrument cluster, or just check the meter wire harness connections,
and ground circuits, can this be done by someone other than a auto repair?

Start with a check on the fuses. Ensure they are clean and secure.

For meter cluster, check the wiring connectors for contamination and looseness.

Anybody with a basic understanding of electrical trouble shooting should be good enough. However he must be able to remove the meter cluster.
