windshield wiper will not work properly

you mean when you shut them off? do they wipe properly until then?

when you shut them off they stop in the middle of the windshield they go down to the park position and come back up halfway and stay.

After an ice storm they used to work just fine.

sounds like part of the mechanism has slipped position.

could be arms themselves or something else. you could try loosen arms and move them to park and retighten.
