how does power steering pulley go on the pump? which side faces toward the pump? one side has a serial number on it.

One side has the collar around the hole for the pulling tool to grab onto. That goes away from the pump body. How far the pulley is pressed on is critical too in preventing belt squeal. 1/16" off can cause a squeal.
